Oregon Export Council Member Profiles

The Export Council of Oregon is comprised of about 20 business people and government leaders from Oregon and southwest Washington who have expertise in international business matters. They include representatives from private exporting companies, bankers, lawyers, accountants, freight forwarders, and other trade specialists. Members are appointed by the US Department of Commerce based on the individual’s position in the local business community, knowledge of day-to-day international operations, interest in export development, and willingness and ability to devote time to the council – at his or her own expense.

Each year a chair, vice chair and treasurer are selected from among the members of ECO to serve as the organization’s officers. In addition, the Director of the US Department of Commerce Export Assistance Center acts as the executive secretary of ECO. The current officers of ECO are as follows. The current members of ECO are listed below, in alphabetical order. ECO members encourage contact from businesses in Oregon and southwest Washington regarding export-related matters. An email link for each member is provided for this purpose.

Doug Badger: President, Western Strategies, LLC

Doug Badger is an expert in trade-related matters, with 15 years of public policy and campaign experience. Between November of 1994 and March of 2004, Badger served in senior positions in the Executive Office of the President, the Office of the US Trade Representative, and on Capitol Hill. At USTR, Badger was the principal liaison to Capitol Hill for trade agreements and trade promotion initiatives in the Americas and Africa. He also handled specific issues, such as the Canadian softwood lumber dispute, the US/Vietnam textile agreement, bilateral agricultural disputes, Trade Capacity building, and international agreements on labor and environmental standards. His portfolio also included working with Senators and Members of Congress on disputes under the North American Free Trade Agreement. Prior to serving at USTR, Badger was Chief of Staff and Legislative Director to Congresswoman Jennifer Dunn of Washington State, a member of the House Ways and Means Subcommittee on Trade. He was Ms. Dunn’s principal advisor on international tax and trade issues during his five-year tenure in her office. During this time, Badger worked with Capitol Hill and business community allies in the campaigns to pass “fast-track” trade negotiating authority. Before serving as an advisor to Congresswoman Dunn, Badger was Legislative Director to Congressman Robert F. Smith, Chairman of the House Committee on Agriculture. Badger has broad experience running political and issue campaigns. He managed two campaigns for the US Congress and served as Executive Director of the 2004 Oregon Bush/Cheney campaign. Since the election he has represented a host of corporations and trade associations that have policy objectives before the US government, building coalitions and directing communications at key decision-makers. He is currently the vice chair of ECO and also the executive director of the Pacific Northwest International Trade Organization.

Alan Bair: President, Pacific Yurts, Inc.

Alan Bair brings entrepreneurial and small business management expertise to the DEC. Bair is the owner and president of Pacific Yurts, Inc., the original manufacturer of modern yurts. He founded the company in 1978 and has been involved in many phases of small business startup and development. He is currently responsible for executive management, strategic planning, product development, and marketing for the firm. He has experience promoting, selling, shipping and servicing products internationally and establishing distributorships for the company’s products overseas. Bair was named 1994 Small Business Administration Exporter of the Year (Oregon and Region X) and also received the 1994 US Senate Award for Productivity for Oregon. In addition, Pacific Yurts have won numerous design awards and have been featured in Time, Popular Science and other publications. Bair has been a featured speaker on International Business as well as Ecotourism/Adventure Travel and Small Business related issues. He is a past president of the Cottage Grove Chamber of Commerce and serves on local Economic Development Committees. Bair has been a DEC member since 1996.

Ken Carraro - Assistant Treasurer, Planar Systems, Inc.

Ken Carraro has extensive experience in how to get paid for export sales, techniques for reducing financial risk associated with credit, commercial, political and foreign exchange factors and how to expand export sales by the use of creative financing for the foreign buyer. His background includes positions at Xerox as the Director of Credit, Tektronix as the Director of International Trade Finance, Bank of America as Manager of Trade Finance, and International Risk Consultants as an export trade consultant. Carraro is currently the assistant treasurer at Planar Systems, a Beaverton-based company that exports specialty display technology around the world.

Michael Doyle: President, Coating Technologies International, LLC

Michael Doyle is President of Coating Technologies International, a manufacturer of industrial sealants, based in Portland, Oregon. The company is focused on large scale infrastructure projects and has been involved in project work in over fifteen countries. Over 90% of CTI's sales are into foreign markets. Prior to joining CTI, Doyle spent 18 years as the Director of the International Market Development programs for the states of Oregon and Iowa. He began his career as a Commodity and Policy Analyst for Farmland Industries in Kansas City, Missouri. He is a graduate of Kansas State University and completed his graduate work in Policy and Planning at the University of Missouri Kansas City

Scott Drushella: General Manager, Enabling IP NA

Scott Drushella has been involved in developing and maintaining international software distribution channels for over 20 years. In his role as International Sales Manager at Timberline Software Corporation (now part of Sage’s Construction and Real Estate Division) he created Timberline’s first international VAR channel in Australia in 1989, later expanding into SE Asia, the Middle East and Latin America. Drushella is current the general manager of Enabling IP, a recognized leader in the provision and support of business management software based in Australia. He is a member of the Software Association of Oregon (SAO) where he serves as the chairperson for the International SIG, an SAO committee that provides educational programs for the Oregon software community on international topics.

Mark Dustan: Regional Sales Manager/ Asia and Latin America, Jupiter Systems

Mark Dustan is committed to helping Oregon companies learn to export their products and services. He has a distinguished and broad background in the audio visual industry, where he is known for his success in building world-class networks of international dealers. Previously with Planar Systems, a manufacturer of digital display and digital signage, where for nine years he was the Director of International Sales. Prior to that, Dustan worked at SMART Technologies of Calgary, in Alberta, Canada, a manufacturer of touch screens and white boards, where he was the Director of Smarter Kids Foundation, providing grants to educators in lieu of educational discounts, and at SARIF, Vancouver, WA, a manufacturer of Poly-Silicon LCD Projectors, as the Director of Marketing. Before that Dustan spent almost a decade at InFocus Systems, Wilsonville, OR, a manufacturer of LCD and DLP projectors, as International Marketing Manager.

Scott Goddin: Executive Director, US Export Assistance Center

Scott Goddin became Director of the Portland US Export Assistance Center (USEAC) on August 1, 1997. The USEAC, located in the Portland World Trade Center, serves as a “one-stop shop” for federal export support services offered by the International Trade Administration, Small Business Administration and US Export-Import Bank. Goddin brings more than 25 years of international experience to the Director position. He has been with the International Trade Administration of the Department of Commerce for over twenty years, working in the Office of the China Economic Area, the Office of Multilateral Affairs during the Uruguay Round multilateral trade negotiations, and as Director of the Korea/Taiwan division. While Goddin has traveled repeatedly to Asia for trade negotiations, his overseas experience also includes two years as a Peace Corps Volunteer in Zaire and short-term assignments in the Commercial Section of the US Embassy in Korea and Kenya. Goddin has also undertaken short assignments in the Office of the United States Trade Representative and as a Legislative Fellow with the Subcommittee on Trade of the House Ways and Means Committee. Goddin holds an MA in International Affairs from Georgetown University and a BA in History from Trinity College in Hartford, Connecticut.

Rick Housman: Owner, R.J. Housman Trade Consulting

Rick Housman specializes in helping companies remain compliant with export control regulations. He has worked for international trade consulting companies, international sales and manufacturing companies, freight forwarding and customs brokerage firms, and US Customs. Housman can provide expertise on how to determine if a product requires an export license and how to apply for a Department of Commerce or Department of State export license when needed. He can also offer help on product classification for your export documentation.

Valerie Hoyle: Sales Director, Burley Design

Valerie Hoyle brings expertise to ECO in how to develop internal systems to address customer sales and services needs and building good working relationships throughout the supply chain. She also has experience in sales, setting up warranty service programs, training distributors by providing them with technical information and sales techniques, locating distributors, setting up both direct and indirect supply models and managing a sales rep force. Her main area of trade expertise is in Western Europe and South Africa, although she has also handled accounts in Asia, the Middle East, and North America. Her background includes 20 years in the bicycle industry, 12 years in retail sales and 8 years in international sales dealing predominantly with distributors.

Kimberly Johns: Director, USIA Underwater Equipment Sales Corporation

Kimberly Johns has significant experience in promoting products overseas, specifically in Middle Eastern markets. He also has expertise in interviewing agents and distributors, contacting governmental organizations in the Middle East, and generally doing business in the Middle East. His background includes Director, Military Defense Division of U.S.I.A. Underwater Equipment Sales Corporation. Johns oversees his Middle Eastern operations from a central office in Cairo, Egypt with agents located in Israel, Afghanistan, Saudi Arabia, and Turkey. He has extensive experience in DOC programs as the "matchmaker" and "gold key" missions and extensive knowledge on Foreign Military Sales (FMS) programs available.

Tom Lowles: Executive Director, Small Business Development Center

Tom Lowles brings expertise to the Council in understanding international methods of payment and structuring transactions to reduce payment risk. Lowles also can provide expertise on structuring short-term trade financing needs and foreign exchange transactions. His background includes 30 years in banking, 22 years in international banking mostly recently as Manager of International Banking in Oregon for KeyBank working with small and mid-sized companies. Lowles is currently Director of the Small Business International Trade Center, a Small Business Development Center, providing advising and training to individuals and businesses throughout Oregon on entering or expanding in the global marketplace.

Akana Ma: Of Counsel, Ater Wynne LLP

Akana Ma offers clients from around the world practical, creative solutions to business and legal issues involving different cultures, legal systems, and business. He is Of Counsel in Ater Wynne’s Global Trade Group. Ma works with companies and individuals conducting business in the global marketplace to help structure international joint ventures; comply with foreign laws and regulations; license and protect technology, trademarks, software and other intellectual property; contract for the sale and distribution of products and services; establish foreign offices, license and finance exports; comply with customs and import laws and regulations; and negotiate and draft commercial contracts. He has practiced international law for more than 20 years. Ma is a founding member of Legal Counsel International, a global alliance of international lawyers and law firms helping clients engaged in a wide range of international business transactions.

Mark McGinley: Tax Partner, Moss Adams LLP

Mark McGinley leads the Moss Adams International Services Group in the State of Oregon, serving clients from Portland to Medford. He is also the tax leader of Moss Adams’ Manufacturing and Distribution industry group in the mid-Willamette Valley. McGinley has worked in public accounting for more than 27 years. Prior to joining Moss Adams in 1995, he was the Tax Director of the Honolulu office of a Big-4 CPA firm. Before transferring to Honolulu he worked with the same firm in Southern California. McGinley has extensive experience providing tax planning and compliance services to US and foreign multi-national companies and investors. His industry experience spans manufacturing, high technology, food processing, agriculture, and real estate development and management. McGinley has a Masters Degree in Business Administration from the Graduate School of Management, University of California at Irvine. He is a member of the American Institute of Certified Public Accountants and the Oregon Society of Certified Public Accountants. McGinley has served on the Export Council of Oregon since 2006.

Derrick Olsen: International Relations Officer, Business Oregon (Oregon Business Development Department)

Derrick Olsen is the International Relations Officer for Business Oregon (Oregon Business Development Department). As International Relations Officer, he leads foreign trade and investment representatives in China, Japan, Korea, and Europe that assist small and medium Oregon businesses and industries to expand their exports of goods and services and work to attract foreign direct investment into Oregon. Derrick also is a liaison to foreign diplomatic missions; federal, state, and local partners working on international issues; and higher education institutions.

Derrick has worked with Business Oregon since fall 2007. He worked for the Oregon State Legislature during the 2007 legislative session as the Committee Administrator for the House Education Committee. From 1993-2006, Derrick was a Foreign Service Officer with the U.S. Department of State, serving in Guatemala, Malaysia, Washington, DC, Bolivia, and Honduras. His last posting was as Chief of the Political Section with the U.S. Embassy in Tegucigalpa, Honduras.

Derrick graduated from Tigard High School, has a bachelor’s degree from Dartmouth College, and a Master’s of Science in Foreign Service from Georgetown University.


Patti Iverson Summer: President, Global Trading Resources, Inc.

Patti Iverson Summer is founder and President of Global Trading Resources, Inc., an international logistics company offering a range of international transportation services, customs brokerage and warehousing in Portland, Oregon. Summer is twice past president of the Columbia River Customs Brokers & Forwarders Association and is the Trade Support Network representative of the Pacific Coast Council of Customs Brokers & Freight Forwarders. She teaches international trade classes for the SBDC and is a graduate of the Monterey Institute of International Studies.

Paul Taylor: Partner, Taylor Global Law Office

Paul Taylor is a lawyer specializing in international business. The principal attorney at Taylor Global Law Office in Lake Oswego, Taylor has over 20 years of experience in handling a wide variety of international projects for his clients, including: working with distributors and sales reps around the world; setting up and managing joint ventures; developing, licensing and protecting intellectual property; handling disputes; setting up foreign direct investment offices; and providing basic strategy and advice on international business structure and operations. In addition to serving as the current chair of the Export Council of Oregon, Taylor is also the chair-elect of the Japan-America Society of Oregon and serves as a board member with the Software Association of Oregon International Special Interest Group and Portland State University’s Center for Japanese Studies. He also teaches courses in international business as an adjunct professor at Lewis & Clark Law School, Portland State University and Portland Community College. Taylor speaks, reads and writes fluent Japanese.

Inga Fisher Williams: Export Finance Manager, US Small Business Administration

Inga Fisher Williams is one of 16 Regional Export Finance Managers of the U.S Small Business Administration who are based in US Export Assistance Centers throughout the U.S and are co-located with the US Department of Commerce. Inga is a Certified International Credit Professional and has taught seminars on export finance topics and export development for many years. She handles the SBA export finance loan applications from small exporters in the three State region and advises businesses in a full range of finance topics. She is the SBA liaison to banks and non-bank lenders for the SBA export loan programs. Fisher Williams has a Masters Degree in Public Policy Analysis from the University of Oregon and has lived in the Pacific Northwest for over 30 years. She was the recipient of a Presidential Management Fellowship and a Congressional Fellowship.
